  • Empuriaport and the Civil Protection <\/strong>of the Generalitat organized a fire drill on a moored boat, involving two injured persons and a fuel spill into the environment.<\/li>
  • During the drill, the Self-Protection Plan (PAU<\/strong>) of the Marina d\u2019Empuriabrava was activated with the aim of testing coordination with municipal services and the Generalitat\u2019s emergency agencies.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

    This morning, Civil Protection of the Generalitat, together with Empuriaport, S.L., conducted a partial emergency drill at the port facilities of Marina d\u2019Empuriabrava (Castell\u00f3 d\u2019Emp\u00faries). The exercise consisted of simulating a fire on a boat moored in front of the harbourmaster\u2019s building, with a fuel spill and two injured individuals of varying severity. <\/p>

    The activity served to test the facility\u2019s Self-Protection Plan (PAU), approved by the Civil Protection Commission of Catalonia in September 2025, as well as coordination with municipal services and Generalitat emergency operations.<\/p>

    Fire on a vessel with fuel spill and two injured persons<\/strong><\/p>

    According to the proposed scenario, a fire broke out on a boat moored at the pontoon in front of the harbourmaster\u2019s building, causing environmental impact due to a fuel spill and leaving two injured persons.<\/p>

    The facility activated its Self-Protection Plan in an emergency situation, mobilizing internal intervention and first aid teams, as well as the Attention and Coordination Centre (CAC). In accordance with established procedures, a simulated call was made to 112 and CECAT, which received the alert and managed the corresponding activation. <\/p>

    In the scenario, the City Council of Castell\u00f3 d\u2019Emp\u00faries would have been responsible for activating the municipal emergency plan, while the Generalitat would activate the Special Emergency Plan for accidental marine water pollution (CAMCAT) in Alert phase.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

    Operational participation<\/strong><\/p>

    Twelve firefighters from the Generalitat took part, using three heavy rural fire engines (BRP) from the stations of Roses, Sant Climent and l\u2019Escala, along with a light vehicle that assumed coordination and command of the emergency. The firefighters carried out extinction tasks, supported by marina staff who isolated the affected vessel and moved neighbouring boats, and they also conducted fuel pollution control operations. The firefighters additionally worked on locating and rescuing the two injured persons from the vessel, evacuating them outside the hot zone so they could be treated by SEM medical personnel. <\/p>

    The Medical Emergency System (SEM) was responsible for providing medical assistance to the two individuals affected by the diesel spill and subsequent fire at the Port of Empuriabrava.<\/p>

    Once the alert was received through 112, two units were activated. When they arrived at the scene, they reported to the Intervention Chief and, following communication with the Health Coordination Centre (CECOS), an Evaluation Cell was established to exchange information and determine the strategy for treating the patients. <\/p>

    SEM personnel waited until the injured were extracted from the affected boat to a safe area and then began providing medical care to arrange their transfer to the most appropriate hospital.<\/p>

    A total of two Basic Life Support (BLS) ambulances participated in the drill, mobilizing five SEM professionals.<\/p>

    Members of the Mossos d\u2019Esquadra from the USC of Roses, coordinated with Local Police units of Castell\u00f3 d\u2019Emp\u00faries, also took part.<\/p>

    Their tasks within the order group consisted of access control and the organisation and protection of the security perimeter.<\/p>

    An evaluation cell was also set up, made up of the participating rescue teams, with the aim of assessing the effectiveness of the actions on-site and facilitating decision-making during the drill.<\/p>

    Civil Protection of the Generalitat participated with technicians from the Territorial Services of Girona.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t
